School Support Staff National Negotiating Body
The SSSNB gained legal status in late 2009 following the successful passage through Parliament of the necessary legislation. The body was previously running in shadow form, but now it’s official.
The body was due to submit its proposals for a new national pay and conditions framework and national core contract of employment by 28 May. GMB is represented on the negotiating body by three lay members of our National Schools Committee, together with Brian Strutton who is SSSNB Joint Secretary.

Consultants were commissioned to produce a bespoke job evaluation scheme needed to support the implementation of any new national pay framework.
There are over 100 role profiles covering the wide variety of support jobs in today’s schools. An SSSNB working group has been examining each and every draft role profile.
Unfortunately this new government has written to the SSSNNB telling them to stop their activities as they are not sure a” national negotiating body” is the direction that they wish to travel down. Michael Gove the new Secretary of State for Education wrote out to all heads within two weeks of the alliance forming a government inviting them to apply for academy status for their schools.

Although the SSSNNB is not finished, things are not looking good in terms of further process; the hopes of a national job description for every role have been snatched away. Many school support staff work over and above their job description and therefore over and above their pay grade. The SSSNNB would have brought fairness, instead we know face greater uncertainty through academy schools.

Academies and the Condem Government
The Academies Bill is an attack on local authority schooling and a severe threat to your terms and conditions. Over 1,000 schools in England have already responded to Secretary of State for Education Michael Gove`s letter inviting them to apply for academy status. Gove`s letter told head teachers that academy status would give them:
• Freedom from local authority control
• Ability to set their pay and conditions for staff
• Ability to change the length of terms and school days
• Greater control over school budgets
• Freedom to spend the money that local authorities spend on their behalf.
These proposals will lead to a weakening of your terms and conditions if your school achieves academy status. To make things worse, academy governors are appointed not elected and they are not accountable to the local authority or to the public - so how can staff expect fairness where democracy and accountability are absent?
The School Support Staff National Negotiating Body, which has promised so much hope for our members, will face severe problems if thousands of schools reach academy status as academies are the only schools excluded from the scope of the support staff bill. We must work with the teachers’ unions who also oppose academies; contact the teacher’s rep at your school and organise a joint union meeting for all staff. Adopt a joint position opposing your school adopting academy status. Arrange a meeting with the head teacher and governors and make your opposition clear.
